Supprimer 17.1 et 17.2

Ajouter 17.1 :

Les bateaux ne finissant pas dans le temps limite seront classés « TLE » sans instruction. Ceci modifie RCV 35, 63.1, A 5 et A11. Les bateaux classés TLE recevront les points correspondant au nombre de bateaux ayant fini plus 3, sans jamais avoir plus de points que DNF. Ceci modifie RCV A 4.2.

Add 17.1 :

Boats failing to finish within the time limits will be scored “TLE” without a hearing. This changes RRS 35, 63.1, A5, and A11. Boats scored “TLE” will be scored for the position three places more than number of boats that finished, though not worse than DNF.  This changes RRS A4.2.
